The first deployment matters.
But one successful project does not yet create a market.
Infrastructure begins to scale when the next deployment does not require the entire model to be rebuilt from scratch.
That means more than technical performance.
Specifications have to become repeatable.
Integration has to become predictable.
Responsibilities have to be contractually clear.
Financing has to survive due diligence.
Operations and maintenance have to work beyond the first site.
If every new project still requires a new technical architecture, a new commercial structure and a new allocation of risk, the technology may be ready - but the market is not.
The first project proves possibility.
The second tests repeatability.
The tenth starts to look like a market.
For infrastructure, that transition is where scale really begins.
